it's tough to legislate because you have to punish fouling. the answer in harden's case is to stop giving him calls on plays wherein he initiates contact (see: most of his drives). that simple change would cut his ft rate to an acceptable number and really dampen the rest of his game. both harden and morey occasionally let it slip that their real goal is as many fts as possible, because aside from dunks, they're the highest pps value in the game. a radical idea would be to remove fts altogether in favor of simply restarting possessions (like you do in pickup games), but it would depress overall scoring, which seems to matter to the nba. i disagree with that logic: the plays that result in scoring are fun, not scoring itself--and thus such a solution is better than scoring more via fts. however, in late game situations, you'd need a way to stop someone from fouling to run out the clock.
The bolded would fix my annoyance with his game immediately. It's not even a rule change but actually following the rule. The offensive player initiates contact? Thats and offensive foul.

the corner running three he allegedly got fouled on was a complete farce. It's basically impossible to tell if he was touched or not, but it looked like he was well defended. So for attempting a trick shot he's awarded 3 free throws?

Morey sent out a deleted tweet that stated his support for the HK democracy movement. That got the Chinese fanbase extremely upset and resulted the Rockets owner basically saying that this is not the position of the Rockets and solely Moreys. The TV provider of the NBA in China (Tencent) and the Chinese Basketball Association have since suspended business relations with the Rockets. The Rockets games will not be broadcasted on Chinese TV. Now, the NBA is basically trying to appease China to not lose that $$$.
Every owner/gm should do the same thing. I want to see China cut ties with the whole NBA... Not gonna happen, league office likes chinese $$$ wayyyyyyyy too much.
it's a really interesting case. i don't know where i come down on the role of organizations in such matters. if we're ok with say, big corporations coming down on our side of justice, we have to be prepared for them coming down on the other, too. i DO think the rockets have an issue, though, as china is sort of big for them, and they don't appear interested in forgiving and forgetting morey's tweet unless he apologizes--which he really didn't ("sorry i upset people" isn't "sorry", and they know it).
