NBA Commissioner Adam Silver addressed media Tuesday at the Wynn Las Vegas following the Association's Board of Governors meeting to speak about the most pressing, salient issues in the game.

Most notable in Silver's summertime oration was the change potentially being made to how the NBA structures its playoff seeds, which Silver expects to be passed by the competition committee, according to Marc J. Spears of Yahoo Sports.

Under the new rules, the usual eight teams from each conference will qualify for the postseason. Instead of seeding the division champions highest in the playoff bracket, though, seeds will now be determined purely by teams' records, as previously reported by Jeff Zillgitt of USA Today. The revamped postseason format would go into effect next season, per the New York Post's Tim Bontemps.

Silver also indicated there are no plans for expansion right now, that he's hoping a resolution comes to pass for the Milwaukee Bucks'future arena plans and that he didn't have an update on Golden State's plan to open an arena in San Francisco for 2018, per Spears.

With regard to the Bucks issue, Silver suggested, per the Boston Globe'sGary Washburn, it is "not realistic" to expect the franchise to move to Las Vegas.

Dwain Price of the Fort Worth Star-Telegram logged Silver's comments on the future of the collective bargaining agreement:

The free-agency moratorium won't change, nor will the controversial "Hack-a-Shaq" strategy some teams deploy by intentionally fouling the opponents' poor free-throw shooters, per Silver's remarks recorded byUSA Today's Sam Amick:

Los Angeles Clippers center DeAndre Jordan was at least part of the inspiration for those two discussions among the Board of Governors.

Jordan, who was frequently fouled on purpose in the most recent postseason, initially had his heart set on fleeing the Clippers for Dallas before changing his mind and staying in L.A. Spears reported Silver's acknowledgement of the Jordan free-agency situation:

One more star was the motivation behind another rule change Spears passed along, as Silver said the escape lane on the baseline will be widened by a foot. Sean Deveney of Sporting News provided context:

So, it's quite a mixed bag of issues the NBA is attempting to stay on top of.

The restructuring of the playoffs figures to reward the very best teams who've been saddled with brutal divisions instead of giving home-court advantage to a team with an inferior record. Silver isn't afraid to make bold moves, and this is a simple yet effective and logical resolution.

With regard to Milwaukee's future, the city will accrue a lot of debt to put in a new arena, but the young nucleus the Bucks have in place figures to generate plenty of interest in the years to come. The hope for Milwaukee is it gets to witness the current solid foundation come to fruition.

I don't know if this is the same thing but I saw a press conference from Adam Silver in Vegas after his meetings to discuss rule changes.

Very glad to see they won't be changing the intentional foul rule. The worst thing for the game would be to reward players for not making FT's.

So:

-No change to moratorium
-No hack-a-Shaq change
-Playoff seeding by record, no division help

I'm glad there's no change to hack-a-Shaq. Learn to shoot free throws! I think they should have changed the moratorium though. I still don't think it makes any sense to do it the way they do.
