i actually think shaq could have shut jokic down in isolation--even far from the hoop. he was bigger, faster, quicker, stronger, and not a dumb player. the issue is that he'd have to go out there. even back then, the mavs traded for raef lafrentz just in the hopes that when they played shaq, he'd have to come away from the lane defensively. i think shaq dominates jokic individually, but jokic's team has a good chance of winning due to his passing and his ability to at least make shaq take tougher shots.
